Program Officer: Monitoring, Evaluation, Accountability, Reporting & Learning (MEARL)
The Diocese of Meru is one of the implementing partners of the L4C Kenya program which is supporting implementation of childcare reform in Kenya. Specifically, the program aligns with the Government of Kenya 2022-2032 vision of transitioning from a system of childcare where children and young people are living in institutional care, or are unaccompanied or separated, to a system that allows all children to live safely, happily and sustainably in families and communities.
The position is based in Meru County and will be reporting to the Program Coordinator. The position is for an initial period of one year with the possibility of extension depending on performance and availability of funding.
Key Duties and Responsibilities
The Monitoring, Evaluation, Accountability, Reporting & Learning (MEARL) officer will be responsible for:
- Developing, reviewing and implementing a robust Monitoring, Evaluation, Accountability & Learning framework that effectively and efficiently analyzes the impact of the L4C program activities and interventions.
- Ensuring proper planning, implementation, monitoring and evaluation of the program’s interventions and activities.
- Leading the development of the program’s monthly, quarterly, semi-annual and annual reporting as per the program plans and requirements.
- Collecting, collating and analyzing data from program implementation activities and provide regular progress reports and feedback to key internal and external stakeholders on progress and performance against objectives.
- Ensuring that key case studies, success stories, program briefs, program milestones, and lessons learnt are continuously documented and shared with the relevant internal and external stakeholders.
- Building capacity of program staff on MEARL tools and procedures, disability-inclusive data, and ethical data collection and analysis (including requirements for informed consent and safeguarding).
- Supporting impact and outcome evaluations and studies to assess the effectiveness of the program’s activities.
- Any other MEARL duties as may be assigned by the program coordinator.
